What does "expected value" mean here?

Expected value is what Kauzio's model predicted the decision would return at the time it was made. Actual value is what your outcome check-in recorded. The gap between them is your variance.

How many decisions do I need before this is useful?

Ten or more closed decisions per category gives a meaningful signal. The more decisions, the more reliable the ROI figure.
